Conflicto de competencia entre el Tribunal Administrativo del Cauca y el Tribunal Superior de Popayán, en torno al trámite de la acción de tutela de la referencia.
Luego de establecer la competencia de la Corporación para resolver conflictos de competencia, de reiterar el marco jurídico que determina la competencia en materia de tutela y de precisar las reglas para solucionar estos conflictos, la Corte decide el asunto ordenando la remisión del expediente al Tribunal Superior de Popayán, para que de forma inmediata continúe el trámite, en segunda instancia, de la acción de tutela deprecada.

- Primero. DEJAR SIN EFECTOS el auto del quince (15) de octubre de dos mil catorce (2014), proferido por el Tribunal Superior del Distrito Judicial de Popayan, mediante el cual decreto la nulidad de todo lo actuado y se declaro incompetente para conocer de la accion de tutela presentada por Clemencia Diaz Erazo contra CASUR.
- Segundo. REMITIR el expediente al Tribunal Superior del Distrito Judicial de Popayan para que de forma inmediata continue el tramite, en segunda instancia, de la accion de tutela mencionada.
- Tercero. Por Secretaria General, COMUNICAR al Tribunal Administrativo del Cauca la decision adoptada en esta providencia.
