1Los Ministros Del Despacho Pasarán Á La Secretaría General De La Presidencia De La República El 15 De Cada Mes, Junto Con El Presupuesto Mensual Del Departamento Administrativo De Su Cargo De Que Trata El Artículo 12Por Contrato Especial Se Estipularán Con El Banco Central Las Condiciones A Que Se Ha De Obligar Á Suministrar Los Fondos Que Necesite La Tesorería General Fuéra De La Capital De La República3En Los Acuerdos Semanales Que Deben Tener Lugar Para Examinar La Relaciones De Giros Presupuestos Por Los Ministerios Para La Semana Entrante, Se Tendrá En Cuenta Que Deben Pagarse De Preferencia Y En Primer Lugar Los Gastos De Personal De Funcionarios Públicos Civiles Y Militares, Los Gastos De Lazaretos, Hospitales, Pensiones Y Establecimientos De Castigo, Y Enseguida Se Atenderá Á Los Demás Gastos Que Ocurran En El Orden De Preferencia Que Se Determine En El Respectivo Acuerdo De Contabilidad4Desde El Día 15El Presente Decreto Solamente Adiciona Y Complementa El Marcado Con El Número 1287 De 1905, Que Queda Vigente En Todas Sus Partes; Pero Sí Reforma El Artículo 6
