1De Acuerdo Con Lo Dispuesto Por El Artículo 6° Del Decreto Número 1148 De 1943, El Banco De La República Podrá Pagar Antes De Su Vencimiento Los Certificados A Que Se Refiere El Artículo 1° Del Mismo Decreto, Por La Cuantía De La Liquidación Del Impuesto Sobre La Renta Y Complementarios Del Respectivo Inversionista En El Año Gravable A Que Corresponda La Inversión En Certificados, Excluído El Recargo Del 50% Que Establece El Artículo 10 De La Ley 45 De 1942, Y Previo Concepto Favorable Del Ministerio De Hacienda Y Crédito Público, El Cual No Podrá Emitirse Sin Que El Interesado Presente Copias Del Balance General Y Del Estado De Utilidades Que Demuestren Satisfactoriamente La Carencia De Fondos O De Valores Realizables Para Atender Al Pago Oportuno De Dicho Impuesto2Este Decreto Regirá Desde Su Promulgación
