La inspección técnica y fiscalización del Instituto de Crédito Territorial, y de la construcción, reconstrucción o mejoras de vivienda de que trata la Ley 85 de 1946 se ejercerá por un Ingeniero Interventor que tendrá voz pero no voto en la Junta Directiva del Instituto y por Inspectores Delegados de éste, todos los cuales harán parte de la organización del Instituto. El Ingeniero Interventor será designado por el Presidente de la República para períodos de un año pudiendo ser reelegido indefinidamente. Los Inspectores Delegados y el personal subalterno de la Interventoría serán designados por el Ingeniero Interventor con aprobación de los representantes del Gobierno en la Junta Directiva del Instituto.
