Art. 1º Son gastos Administrativos de cargo de los Departamentos los que ocasionen los siguientes ramos:

Asambleas Departamentales.

Prefecturas de Provincia.

Administración de Hacienda Departamental en todos sus ramos.

Policía.

Fiscalías de los Juzgados superiores y de Circuito.

Cárceles.

Elecciones y Deuda pública de los extinguidos Estados con las excepciones contenidas en el artículo 1º de la ley 44 de 1886 .
