Para iniciar la construcción de una instalación deportiva, de educación física o de recreación en su correspondiente jurisdicción la Junta Administradora Seccional de Deportes requerirá del visto bueno del Instituto Colombiano de la Juventud y el Deporte, el cual atendiendo a la necesidad de la obra por razón de población de aficción deportiva y de normas de higiene y seguridad, dictaminará sobre su conveniencia en un término no mayor de un (1) mes, contado a partir de la fecha de recibo de la consulta, conforme al manual de construcciones deportivas y seguridad en normas que promulgue Coldeportes.
