Artículo tercero. La inversión de los fondos a que se refiere el artículo anterior, sé cumplirá por intermedio del "Socorro Nacional en caso de Calamidades Públicas", y comprenderá la adquisición de ropas, alimentos, drogas y demás elementos urgentes, con destino a su distribución entre las víctimas.
