La capacitación en educación física será coordinada entre el Ministerio de Educación Nacional, el Instituto Colombiano de la Juventud y el Deporte (Coldeportes) y el ICFES. El Ministerio de Educación expedirá las licencias de funcionamiento de los centros de estimulación temprana, formación deportiva y mantenimiento físico. En las instituciones de educación especial, los programas de educación física serán coordinados por el Ministerio de Educación Nacional, el Ministerio de Salud, el Instituto Colombiano de la Juventud y el Deporte (Coldeportes) y la respectiva entidad.
