Facultar a los Concejos Municipales del departamento del Atlántico para que, previa autorización de la Asamblea Departamental, hagan obligatorio el uso de la estampilla, medio o método sustitutivo si fuere el caso , cuya emisión por esta ley se autoriza, siempre con destino a lo estipulado en el artículo 2º de la presente ley.
