El artículo 16 del Decreto 2058 de 1995 quedará así: "La licencia para la prestación del servicio especial de radioaficionado se otorgará y acreditará mediante un carnet personal e intransferible, expedido por la Dirección Administrativa de Comunicación Social del Ministerio de Comunicaciones. La licencia concedida, previo el cumplimiento de los requisitos establecidos en el presente decreto, autorizará a su titular para acceder al servicio, al espectro y para operar la estación de radioaficionado".
