Art. 93. Para ello se tendrán presentes los documentos que existan y servirán de base las cuentas anteriores y posteriores á la que se trate de formar, si las hubiere. El Gobernador del respectivo Departamento graduará el honorario que corresponda por esta comisión á los empleados ó al comisionado que forme la cuenta; honorario que será satisfecho por el Tesoro nacional con cargo ejecutivo contra el responsable, sus fiadores ó herederos.
