Autorízase al Gobierno Nacional para celebrar un contrato con la Federación Nacional de Cafeteros, a efecto de que dicha entidad pueda adquirir el café a que se refiere el artículo anterior y disponer de él, invirtiendo en dicho objeto, los recursos de que trata el mismo artículo y sirviendo, si fuere necesario, las correspondientes operaciones de crédito.
