Autorízase al Banco Central Hipotecario para suscribir hasta $ 1.000.000 en acciones del Instituto de Fomento Industrial y a los bancos comerciales, para adquirir y poseer acciones del mismo hasta por un valor equivalente al 5% del capital y reserva legal de cada uno de ellos.
