Art. 1º Sólo podrán expedir pasaportes militares, en Bogotá el Estado Mayor general con orden del Ministerio de Guerra, y en los Departamentos, los Estados Mayores de División, Brigada ó Columna; pero en los acantonamientos donde éstos no existan, los pueden expedir los Comandantes de Batallón ó los de un piquete en guarnición. Ninguna otra autoridad, militar ó política, podrá dar pasaportes, y las que conforme á este artículo pueden darlos, no lo harán, sino en los casos y con las formalidades prescritos en este Decreto y en el 660 de 1891.
