En los prefectos en los departamentos en los cuales existían aún los Alcaldes en todos los municipios y Distritos de la república, son los encargados de velar por la salubridad pública y los inmediatos ejecutores de las disposiciones higiénicas que dicten para la conservación de ella el Consejo Superior de Sanidad, las Juntas Departamentales de Higiene y las Comisiones Sanitarias.
