Autorizase al Gobierno para señalar las asignaciones del Comisario Especial del Amazonas y de los demás empleados subalternos, y para abrir, sin sujeción a los trámites de la Ley 34 de 1923 , los créditos administrativos que sean indispensables para los gastos que demanden la organización y sostenimiento de la Comisaria Especial del Amazonas. Asimismo se le autoriza para dictar las disposiciones que estime convenientes en cuanto al régimen administrativo y fiscal de la misma.
