De conformidad con las facultades que consagran las Leyes 46 de 1939, 85 de 1946 y el artículo 5° del Decreto legislativo 1567 de 1942 y el Decreto ejecutivo 722 de 1947, el Instituto podrá emitir bonos con destino a la financiación de la campaña de mejoramiento de viviendas popular urbana y rural, y cada emisión necesitará, además de la autorización de la Junta Directiva del Instituto, la aprobación del Ministerio de Hacienda y Crédito Público.
