Créase un fondo especial donde deberán egresar los dineros asignados en los presupuestos para el programa de integración popular y los demás recursos que reciba la Secretaría. Este fondo será para atender egresos destinados al cumplimiento de los proyectos acordados por la Secretaría y se manejará con sujeción a la disposición de la Contraloría General de la República, por junta compuesta por el General de la Presidencia, el Secretario de Integración Popular y un Pagador.
