El Cuerpo de zapadores que por esta Ley se destina a la vigilancia del páramo de El Almorzadero, dependerá del Ministerio de Guerra, el cual podrá delegar en los Gobernadores de Santander y Norte de Santander las facultades que se estimen necesarias para el mejor y más eficaz funcionamiento de dicho cuerpo.
