Se otorgará licencia especial de funcionamiento a empresas que presten el servicio en regiones apartadas, donde la distancia, la exiguidad de los equipos u otras circunstancias similares no permitan la organización de éstas en la forma normal prevista en este Estatuto. El término de vigencia de esta licencia se definirá en cada caso , pero no podrá ser superior a diez (10) años.
