Derógase en todas sus partes el artículo 6º de la Ley 103 de 1922 , en virtud del cual se autorizó al Municipio de Cartagena para gravar hasta con el diez (10) por mil (1,000) a las propiedades rurales urbanas, y con el seis (6) por mil (1,000) a las propiedades rurales de su jurisdicción, con destino especialmente a proveer a dicha ciudad de agua potable.
