Naturaleza . Por virtud del principio de Especialidad, podrá designarse en cargos de Carrera Diplomática y Consular, a personas que no pertenezcan a ella, cuando por aplicación de la ley vigente sobre la materia, no sea posible designar funcionarios de Carrera Diplomática y Consular para proveer dichos cargos. Igualmente en desarrollo del mismo principio, estos funcionarios podrán ser removidos en cualquier tiempo.
