Solamente el Ministro de Educación Nacional, a instancia del Instituto Colombiano de la Juventud y el Deporte (Coldeportes) o del Comité Olímpico Colombiano, previo concepto favorable del Tribunal Nacional del Deporte, podrá conceder indulto por sanciones de carácter deportivo.
