Los Jefes de Departamento y de Secciones sueltas, dictarán el reglamento interno de la oficina, para el mejor despacho de los asuntos que les están encomendados y distribuirán el trabajo entre sus subalternos, repartiendo exacta y cuidadosamente las funciones que a cada uno corresponden. Tales reglamentos deben someterse a la aprobación del Ministro.
