Declárase de urgencia nacional la construcción de los trayectos siguientes de carreteras en el Departamento de Bolívar: el ramal Arjona, Las Piedras, San Estanislao, Soplaviento, Calamar, San Juan; la que partiendo de La Cordialidad termine en el Canal del Dique, pasando por Santa Rosa y Villanueva, y el tramo de carretera de Lorica a Chinú o a otro punto cualquiera de la troncal de Occidente. El Gobierno Nacional ejecutará estas obras directamente o por contratos, en el menor tiempo posible, y estas carreteras quedan incorporadas a la red nacional, de que trata la Ley 88 de 1931 .
