Como primera prioridad, tendrán derecho a postular para el Subsidio Familiar de Vivienda otorgado por las Cajas de Compensación Familiar que hayan constituido Fondos para el Subsidio Familiar de Vivienda, los afiliados de la respectiva Caja, que cumplan con las condiciones establecidas en la Ley 49 de 1990, en el Decreto número 599 de 1991 y en los Acuerdos expedidos por la junta directiva del Instituto de Vivienda de Interés Social y Reforma Urbana, INURBE.
