En las cabeceras de Distrito Judicial funcionaran comisiones dependientes de la Junta Directiva, formadas así:

Un Magistrado del respectivo Tribunal Superior, designado por el Tribunal; uno de los Fiscales del Tribunal, nombrado por la Junta Central, y el Gobernador del Departamento o su representante.
