El Gobierno, por conducto del Ministerio de la Econonomía Nacional, administrará directamente o por delegación, las obras de irrigación una vez terminadas, con el objeto de atender a la conservación de las mismas, a la regulación y control de los servicios de riego, y al mejoramiento y ensanche de las obras.
