Los Municipios no podrán exonerar a ninguna persona natural o jurídica del pago de este impuesto. Las exenciones de impuestos que los Municipios hayan establecido o reconocido, o que en lo sucesivo establezcan y reconozcan, bajo cualquier forma o denominación, no comprenderán ni afectarán el impuesto a que se refiere esta Ley.
