El Instituto de Crédito Territorial celebrará negociaciones con las cooperativas de habitaciones debidamente constituidas, y que den garantía de solvencia y eficiencia técnica, para el efecto de encomendar a éstas el cumplimiento de las obligaciones respectivas que impone esta ley, en cuanto a los interesados que tengan derechos a sus beneficios y que, a la vez sean o se hagan socios de dichas cooperativas.
