º. Se designa con el nombre de circular, el telegrama oficial dirigido a varios funcionarios residentes en localidades diferentes. En el preámbulo de estos telegramas el signo Ofl., debe hacerse seguir inmediatamente a la palabra circular. Los funcionarios, autoridades o entidades que quieran transmitir telegramas circulares, enviaran a las Oficinas Telegráficas tantos ejemplares del despacho cuanto sean los destinatarios a quienes van dirigidos; pero cuando los destinatarios de una circular excedan de seis, bastara que se presenten un ejemplar para cada dos destinatarios. Sin esta formalidad no se dará curso a la circular
