Las sumas de que habla el artículo anterior serán entregadas a la Secretaría de Agricultura del Departamento de Antioquia, entidad que queda encargada de la debida inversión de esos dineros y de hacer los estudios, planos y presupuestos correspondientes, donde no los hubiere, todo de conformidad con la Ley 71 de 1946 .
