Créase la Universidad Tecnológica de Pereira, en la ciudad del mismo nombre, con carácter oficial y autonomía jurídica municipal, con sujeción al régimen que prescribe el Decreto-ley número 0277 de 16 de Julio de 1958, y demás normas que dicte al respecto el Congreso Nacional o el Municipio respectivo.

Se considera como fin propio de la Universidad Tecnológica de Pereira, la formación de ingenieros profesionales en las distintas ramas técnicas que se estimen o juzguen ser necesarias para el desarrollo económico del país, conforme el espirito que contiene la ley 143 de 1948 .
