Las sumas que se destinan por los artículos anteriores se incluirán en los Presupuestos Nacionales de las correspondientes vigencias, y en caso contrario queda facultado el Gobierno para abrir los créditos y hacer los traslados que fueren del caso para darle cumplimiento a esta Ley.
