Artículo vigesimoprimero. Los actos administrativos deberán ser revocados por los mismos funcionarios que los hayan expedidos, o por sus inmediatos superiores, de oficio o a solicitud de parte, en cualquiera de los siguientes casos

Cuando sea manifiesta su oposición con la Constitución o la Ley;

Cuando no estén conformes con el interés publico o social, o atenten contra el;

Cuando con ellos se cause agravio injustificado a una persona.
