Modifíquese el segundo inciso del numeral 23.1 del artículo 23 del Decreto 4828 de 2008, el cual quedará así: El pago lo efectuará la entidad emisora dentro de los ocho (8) días hábiles siguientes a aquel en que le sea entregado el acto administrativo debidamente ejecutoriado, en el que conste el incumplimiento del proponente o contratista y se disponga el cobro de la garantía.
