Las facultades extraordinarias concedidas al Presidente de la República por la Ley 16 de 1977 se amplían por 6 años, para ceder, en favor de la Intendencia Nacional del Putumayo el valor de las re regalías petrolíferas que a la Nación corresponden en la producción de los yacimientos de petróleo que se generen en dicha Intendencia y durante el término total de 8 años.
