Artículo cuarto Las cuotas y tasas de supervisión de asistencia técnica-incluída la cuota de consumo algodonero-que venían cobrando y recibiendo el Instituto de Fomento Tabacalero, el Instituto de Fomento Algodonero y el Instituto Zooprofiláctico colombiano, a partir del 1º. de enero del presente año continuaran siendo cobradas y recibidas por el Instituto Colombiano Agropecuario "ICA" asimismo se destinar Instituto Colombiano Agropecuario. "ICA" los saldos que por tales conceptos existían en 31 de diciembre de 1968, a favor de aquellos institutos.
