El Estado sólo asumirá la obligación de que el artículo 1º de esta ley a favor de los campesinos que sometan la construcción, mejora y conservación de sus viviendas a las condiciones de higiene y salubridad que señale el Instituto de Crédito Territorial, de acuerdo con el Ministerio de Trabajo, Higiene y Previsión Social.
