Los Prelados de las Diócesis de la República, los Vicarios capitulares ó Gobernadores de las mismas, no están sujetos al uso del papel sellado ni de estampillas de timbre nacional en las solicitudes que dirijan á los empleados, funcionarios ó Corporaciones públicas, ni en los documentos que á ellas acompañen.
