Fuera de los casos previstos por el artículo 121 de la Constitución, queda absolutamente prohibida toda emisión de papel - moneda, y el Ministro del Tesoro y las comerciantes que compongan la Junta de Emisión, serán solidariamente responsables del valor de las que indebidamente se hicieren con su intervención, sin perjuicio de las otras penas á que hiciere acreedores.
