Artículo cuarenta y tres . Las medidas de fiscalización y control que dicte o hayan dictado los departamentos respecto a productos agrícolas, aunque éstos sean objeto de monopolio o sirvan como materia prima para la elaboración de productos monopolizados, se aplicarán de manera que no constituyan un obstáculo para la utilización en otros ramos de la industria de residuos o sobrantes de los productos agrícolas materia de la fiscalización departamental.
