El Instituto podrá construir por su propia cuenta, barrios populares modelos, para vender o para alquilar las casas a los trabajadores o a las personas de la clase media económica, de acuerdo con las normas legales pertinentes. Igualmente podrá construir el Instituto edificios colectivos para dar en arrendamiento a los mismos trabajadores, empleados o personas de la clase media económica.
