Cuando pasada la fecha que determinen los reglamentos, algún Ministerio o Departamento Administrativo o entidad descentralizada no hubiere presentado su petición de partidas para el proyecto de presupuesto, se incluirán en éste las cuotas que fijen el Presidente de la República y el Ministro de Hacienda y Crédito Público, oído el concepto de la Dirección General del Presupuesto y del Departamento Nacional de Planeación.
