Areas metropolitanas . Los distritos o municipios ubicados en jurisdicción de las áreas metropolitanas, se clasificarán atendiendo únicamente al factor poblacional indicado en el artículo segundo. En todo caso dichos municipios se clasificarán como mínimo en la categoría cuarta.
