Si por leyes posteriores se autorizare la concesión de canales radioeléctricos a personas naturales o jurídicas para la prestación de servicios de televisión, el Gobierno destinara los actuales sistemas e instalaciones de televisión oficial a fines exclusivamente culturales, informativos y docentes, y Instituto Nacional de Radio y Televisión se dedicara solamente a la difusión de cultura popular.
