Art. 14. La Nación, los Departamentos y los Municipios, y los establecimientos de instrucción pública y de beneficencia no están sujetos al pago de derechos de registro. Pero los particulares que contrataren con esas entidades y se obligaren en favor de ellas sí deberán pagar el impuesto que á ellos correspondiere.
