Las entidades beneficiarias del aporte podrán devolver en cualquier tiempo la totalidad o parte de las zonas otorgadas, las cuales quedarán a disposición del Ministerio para otorgarlas a otras entidades públicas a título de aporte si concurren los requisitos legales para ello o para ser sometidas a los sistemas ordinarios de concesión o permiso, en caso contrario.
