En las explotaciones de recursos naturales no renovables de propiedad privada del subsuelo, el dueño del subsuelo pagará el porcentaje equivalente al establecido como regalía en el artículo 16 de la Ley 141 de 1994 para las explotaciones de estos recursos, los cuales se distribuirán en los mismos términos y condiciones que fija la Ley 141 de 1994 , con las modificaciones y normas reglamentarias.
