A. E.S.P. con la nación se adelantará un proceso de extinción mediante compensación, novación y/u otras alternativas de extinción que generen bienes públicos adscritas a de EIS Cúcuta S. A. E.S.P. Estas alternativas se aplicarán dentro de los esquemas de financiación vigentes. El Gobierno reglamentará su implementación, a través del Ministerio de Hacienda y las condiciones fiscales.
